I agree with Ezra Klein that Democrats can't just agree to fund the government. It's far too weak a response in the face of an openly authoritarian administration. But as Klein points out, if they refuse to fund the government without a clear argument they're going to lose. And they can't demand everything. If they say "We're not funding the government until you stop ICE raids, undo Medicaid cuts, end tariffs, take troops out of DC, kill DOGE, and a dozen other things" Republicans will ignore them and they'll lose the messaging war. The demands can't be muddled, they can't be a grab bag, it needs to be clear and specific. I'm not a political strategist, but I think the best path forward is on healthcare. The best demand to me looks like refusing to fund the government until Medicaid cuts are undone. It's a specific ask. It's a popular policy.
